Pennsylvania Department of Health - Bureau of Family Health

The Bureau of Family Health is a new bureau within the PA Department of Health that expands the mission of the former Maternal and Child Health Bureau Community Systems and Child and Adult Services. The organization chart of the Bureau can be found in the figure at the conclusion of the document. The Bureau is responsible for writing and implementing the Federal Maternal and Child Health Block Grant. The Bureau is responsible for several levels of service: Direct Health Care Services, Enabling Services, Population-Based Services, and Infrastructure Services.

An Advisory Council of the Bureau of Family Health provides advice on priorities, needs, gaps in service, programs and expenditures. Current members of the Advisory Council include:

The UCLID Center at the University of Pittsburgh and the Leadership Education in Neurodevelopmental Disabilities at Children’s Seashore House/Children’s Hospital of Philadelphia will jointly serve on the Advisory Council of the Bureau of Family Health and provide technical assistance to their efforts. This responsibility will include the following components:

  • Advise the Secretary, Department of Health and the Bureau of Family Health/Pennsylvania Title V Program in the assessment of MCH needs and strategic program planning to meet these needs, and other pertinent MCH matters;
  • Advise regarding public access to documents and materials presented at MCH Advisory Council meetings and encouraging constituent public and family participation and relevant MCH public-private partnerships.
  • Provide advice, data and comments on programs financed by the Block Grant.
  • Suggest improved and efficient uses of available resources.
  • Advise integrated and coordinated approaches of MCH services at the Local and State level.
  • Advise the Pennsylvania WIC & Supplemental Food program; program eligibility, objectives & initiatives; WIC policy; formulae requirements; and other WIC planning, administrative and participation requirements
